Glossário de termos e Lista de abreviaturas (acrônimos)

(Segue um glossário de termos e abreviaturas usadas na Defence Standard 00-60).

Acceptance Into Service. Acceptance of materiel by the Sponsor satisfying a Staff Requirement.

Assessment Phase. The second phase of six, within the CADMID procurement phases, beginning after a project has passed Initial Gate. The Integrated Project Team (IPT) produces and baselines a System Requirements Document (SRD), and identifies the most cost-effective technical and procurement solution to the requirement. Risk is reduced to a level consistent with delivering an acceptable level of performance to a tightly controlled time and cost. A Business Case is assembled for the Main Gate Approval.

Availability. A measure of the degree to which an item is in an operable and committable state at the start of a mission when the mission is called for at an unknown (random) time.

Baseline Comparison System (BCS). A current operational system, or a composite of current operational sub-systems, which most closely represents the design, operational, and support characteristics of the new system under development.

Capability Working Group (CWG). A stakeholder group responsible to a Capability Manager for the development of strategy in their area, the consideration of options in the annual planning process, and the development of specific equipment options to meet capability gaps.

Central Customer. The customer prior to the point when equipment becomes available to the user and for upgrades to in-service equipment that reflect a change to the user's requirement.

Codification. The formal identification, classification and numbering of items of the Defence Inventory in accordance with the NATO Codification System as set out in the NATO Manual for Codification.

Common Source Data Base (CSDB). An information store of individual Data Modules, containing textual and/or non-textual information, required for the production of Technical Publications for a system and its associated support. The information is stored in units, called Data Modules, which are indexed by their unique Data Module Code and can be extracted to produce the required outputs. Each Data Module contains issue control mechanisms to maintain configuration control of the CSDB.

Concept Phase. The first phase of six, within the CADMID procurement phases, during which the embryonic IPT is formed. The Capability Working Group (CWG), assisted by the IPT, produce and baseline a User Requirements Document (URD) defining the current user need, and identify and cost technology and procurement options for meeting the need that merit further investigation. A Business Case is assembled for the Initial Gate approval.

Configured Software Item. A software item which is uniquely identified and controlled within a defined configuration management process.

Contract Data Requirements List (CDRL). A form used as the main list of data and information which the contractor will be obligated to deliver under the contract.

Contractor. The term Contractor, when used throughout this Defence Standard, is used to identify the party, which has been contracted to provide a service, facility or equipment to the IPT, on behalf of the Central Customer or Customer 2. In cases where this Defence Standard is used by a prime contractor who sub-contracts work, the sub-contractor takes on the role of the contractor and the prime contractor takes on the role of the IPT.

Corrective Maintenance. (see Unscheduled Maintenance).

Cost Estimating Relationship (CER). A statistically derived equation which relates Life Cycle Cost or some portions thereof directly to parameters that describe the performance, operating, logistics environment of a system.

Cost Effectiveness. A comparative evaluation derived from analyses of alternatives (actions, methods, approaches, equipment, weapon systems, support systems, force combinations, etc.) in terms of the interrelated influences of cost and effectiveness objectives and support costs of the materiel system.

Critical Item. Examples of Critical Items are given below:

• The failure of which would critically affect the system safety, cause the system to become unavailable or unable to achieve mission objectives, or cause extensive/expensive maintenance and repair. NOTE: High-value items are reliability-critical for design-to-life-cycle cost.
• The failure of which would prevent the acquisition of data to evaluate system safety, availability, mission success, or need for maintenance/repair.
• Which has stringent performance requirement(s) in its intended application relative to state-of-the-art techniques for the item.
• The sole failure of which causes system failure.
• Which is stressed in excess of specified derating criteria.
• Which has a known operating life, shelf life, or environmental exposure such as vibration, thermal, propellant; or a limitation which warrants controlled surveillance specified conditions.
• Which is known to require special handling, transportation, storage or test precautions.
• Which is difficult to procure or manufacture relative to state-of-the-art techniques.
• Which has exhibited an unsatisfactory operating history.
• Which does not have sufficient history of its own, or similarity to other items having demonstrated high reliability, to provide confidence in its reliability.
• Which has past history, nature, function, or processing with a deficiency warranting total traceability.
• Which is used in large quantities (typically, at least 10 per cent of the configured items electronic parts count). NOTE: This definition is a guide to be tailored for each specific contract.

Customer. The term Customer, when used throughout this Defence Standard, identifies the MOD. The terms Central Customer and Customer 2 are specifically used to indicate the area within MOD to which the IPT is answerable for meeting agreed cost and performance targets within agreed and approved resources. In the case where this Defence Standard is used by a prime contractor who sub-contracts work, the sub-contractor takes on the role of the contractor and the prime contractor takes on the role of the IPT.

Customer 2. The customer responsible for in-service aspects of the programme, normally part of the organisation of an appropriate front-line Commander in Chief, who will make a Customer Supplier Agreement for the in-service phase specifying the outputs required.

Customer Price List (CPL). A CPL is a generic term used to cover the following:

• Annual Price List (APL) - a price list used by the IPT, for which there is an agreed format and procedure already established by Contractors.
• Catalogue - a list of prices used by Civil or Military Contractors for commercial (non-home government) customers.
• Any other types of agreed lists of prices.

Data Item Description. A form used to define and describe the data required to be furnished by the contractor. Completed forms are provided to contractors in support of and for identification of, each data item listed in the CDRL.

Data Module Code (DMC). A standardized, structured address to uniquely identify Data Modules, within a Common Source Data Base.

Defect. Any non-conformance of an item with specified requirements.

Defence Logistics Organisation (DLO) - The tri-Service logistics organisation formed on 1 Apr 1999 under the command of the Chief of Defence Logistics (CDL).

Demonstration Phase. The third phase of six, within the CADMID procurement phases, begun immediately after Main Gate approval. During the demonstration phase the prime contractor will often be selected (in some cases this will have happened earlier) and a contract based on the SRD placed. The ability to produce an integrated capability will be demonstrated.

Design Authority. The approved firms, establishment or branch responsible for the detailed design of materiel to approved specifications and authorized to sign a certificate of design, or to certify sealed drawings.

Design Authority Trials. These form part of the design and initial development process to enable the designer to satisfy himself that his design or prototype is technically satisfactory.

Design Parameters. Qualitative, quantitative, physical and functional value characteristics that are inputs to the design process for use in design trade-offs, risk analyses and development of a system that is responsive to system requirements.

Disposal Phase. The final phase of six, within the CADMID procurement phases, during which plans are carried out for the efficient, effective and safe disposal of the equipment and its associated support.

Document Type Definition (DTD). A definition of the markup rules used for a given type of SGML document application.

Electronic Data Interchange (EDI). EDI is defined by the International Standards Organization (ISO) as the automated exchange of pre-defined and structured data, for some business purpose, between information systems of two or more parties.

End Item. A final combination of end products, component parts and/or materials which are ready for their intended use, eg ship, tank, aircraft etc.

Electronic Documentation. Electronic Documentation is defined as the scientific and technical information necessary to translate materiel system requirements into discrete engineering and ILS support documentation; the source data used to derive the documentation; and the delivery format of data derived from basic and applied research which must be considered in establishing ILS related design and resource requirements. Electronic Documentation includes:-

• Maintenance technical information (independent of output).
• Urgent and temporary technical and supply information.
• Software documentation.
• Provisioning documentation including IPC.
• Identification/component information lists.
• Drawings/specifications/technical data pack.
• LSA reports.

Equipment. The term equipment in this Defence Standard is defined as any piece of defence materiel. It includes components, equipments, sub-systems, complete weapons platforms or capital equipment.

Failure. The event in which any item or part of an item does not perform as previously specified. NOTE: Failures may be classified as to such aspects as cause, degree, relevance, chargeability, dependence and responsibility.

Failure Modes Effects and Criticality Analysis (FMECA). An analysis to identify potential design weaknesses through systematic, documented consideration of the following:

• All likely ways in which component or equipment can fail.
• Causes for each mode.
• The effects of each failure (which may be different for each mission phase).
• The criticality for each failure both for safety and for mission success.

Feasibility Study. In the Downey procurement phases, a study undertaken to:

• Assess in broad terms of technology, cost and time the feasibility of meeting a Staff Target.
• To identify alternative solutions, their relative advantages and disadvantages, and key problem areas for further study.
• To provide detailed costed proposals for project definition studies and information in the detail necessary to draft a Staff Requirement.

Firm Price. An agreed price which is not subject to variation.

Firmware Item. The combination of a hardware item and an executable software item and/or data residing on that device in read-only form.

Fixed Price. An agreed price which is subject to variation, by means of a formula, for changes in economic conditions.

Full Scale Development. In the Downey procurement phases, an agreed programme of detailed design engineering, including the production of models or prototypes, of an equipment and any necessary trials, leading to the acceptance of the equipment into service; the production of full manufacturing and support information and documentation; and the provision of draft handbooks.

Guidance Conference. A conference held to agree how the details of the contract shall be implemented.

Human Factors Integration (HFI). HFI is a specific discipline containing a set of Manpower and Human Factor considerations, which was formerly known as MANpower and PeRsonnel INTegration (MANPRINT).

HyTime. Refers to the linking and display of related information in different parts of electronic documents or in different electronic documents.

Interactive Electronic Technical Publication (IETP). An Interactive Electronic Technical Publication provides a technical publication which is prepared and delivered in digital format, designed for display in a standardized form on visual display unit. It consists of the Final Publication Data Base, with all the necessary links implemented and the output formatting instructions incorporated.

IETP-Linear (IETP-L). A linear structured IETP (ie not formed from a hierarchically structured data base) which provides interactive display of information, through the use of SGML tagging and hypertext links.

IETP-Database (IETP-D). A hierarchically structured IETP which is specifically authored into and built from a relational or object oriented data base, to provide interactive display of information.

IETP-Integrated (IETP-I). An integrated IETP which is designed to present data from several processes / data base sources, such as; expert systems, diagnostics, and computer based training for the interactive provision of information.

ILS. A disciplined management approach, affecting the Central Customer, Customer 2, the IPT and industry, aimed at optimizing equipment Whole LifeCosts (WLC). It includes elements for influencing equipment design and determining support requirements to achieve supportable and supported equipment.

Integrated Support Plan. The Contractor's principal ILS management plan.

ILSM. An individual responsible for the management of ILS.

ILSP. The formal planning document for the integration of the activities concerned with logistics support. It is kept current throughout the project life. It sets forth the concept of operational support, provides a detailed ILS programme to fit with the overall programme and results in the necessary ILS information required by decision making bodies to make sound decisions in the system development and production.

In-Service Phase. The fifth phase of six, within the CADMID procurement phases, where the IPT, now under Defence Logistics Organisation (DLO) line management, provides effective support to the front line. It maintains the levels of performance agreed with Customer 2 and carries out approved upgrades or improvements, refits or acquisition increments.

Initial Gate. A relatively low approval hurdle, between the Concept and Assessment Phases of the CADMID procurement phases, intended to encourage early and full exploration of a wide range of options for meeting a particular capability. A Business Case at Initial Gate should confirm that there is a well-constructed plan for the Assessment Phase that gives reasonable confidence that there are flexible solutions within the performance, cost and time envelope the Central Customer has proposed. Approval at Initial Gate conveys no commitment on the Central Customer or the approving authorities to a project proceeding to or beyond Main Gate.

Initial Provisioning (IP). IP comprises assessing the range of spares required to meet the Availability requirements, the quantity needed to support the main equipment in the early period of service, Initial Support equipment, and the placing of firm contracts for these items. IP is also required for the introduction of modifications throughout the life of an equipment. The main IP phase continues until sufficient data is available to reprovision; it is normally for about the first 2 years of Service operation.

In-Service Date (ISD). The date by which the equipment or a specified number of equipments will contribute to the operational capability of the Service concerned. The basis for arriving at this date should be explained in the Staff Requirement.

Integrated Project Team (IPT). The body responsible for managing a project from Concept to Disposal. Its main tasks include developing the SRD, devising equipment solutions to meet that requirement, and managing the procurement and in-service support of the equipment. The Smart Procurement IPT is characterised by its 'cradle to grave' responsibility, its inclusion of all the skills necessary to manage its project, and its effective and empowered leader.

IPT Leader. The person with overall responsibility for the IPT, and the line manager of all its core members. The IPT leader may have an extensive background in any one or more of the core IPT membership areas and, if chosen from within the MOD, will be a suitably qualified member of the Acquisition Stream. To succeed, he or she will need to have strong leadership and management skills and the desire to achieve results beyond what is currently accepted as the 'norm'.

Intellectual Property Rights(IPR). The respective rights of the Crown and contractor or other owner to receive, copy, use, have used and disseminate information.

Interoperability. The ability of systems, units or forces to provide services to and accept services from other systems, units or forces and to use the services so exchanged to enable them to operate effectively together.

Invitation to Tender (ITT). An ITT is a package of documents issued by the MOD to potential contractors which invites bids for the supply of goods or services against a defined set of terms and conditions and technical specifications.

Invoicing. The submission of invoices, by Contractors, in electronic format to MOD's Payment Authority, or in paper form during the interim before electronic transmission becomes available.

ISSP. Integrated Supply Support Procedures (ISSP) are procedures for Initial Provisioning (IP), Codification, Re-provisioning, Procurement Planning (PP), Order Administration (OA), Invoicing and Repair Administration (RA), based upon the functional standard of S2000M, and harmonized to integrate with the LSA and Electronic Documentation standards adopted by MOD.

Key Equipment. A key equipment is a system or item of equipment which is essential for operations and for which availability must be maintained. With large, complex equipment, it is probable that surging to meet realistic emergency timescales will be difficult to achieve. In such instances, major sub assemblies should be considered key equipments and the methodology applied on that basis.

Level of Repair Analysis (LORA). A systematic procedure to determine the cost of alternative maintenance options, taking into account such variables as spares support, ground equipment and manpower cost.

Life Cycle Cost (LCC). LCC is made up from the costs reflecting not only the acquisition and development costs but also the operational and support costs throughout the life of the equipment. It is not possible to give an accurate mathematical definition as these vary between life cycle models. However, agreement of the definition of a particular model to be used in calculating LCC should be agreed by all parties before accepting the results.

Life Limited Item. An item that has a limited and predictable useful life and could be considered for replacement on a pre-planned basis for reliability, safety or economic reasons.

Life-Profile. A time-phased description of the events and environments an item experiences from manufacture to final expenditures or removal from the operation inventory, to include one or more mission profiles.

Logical Software Function. A process in the system functional breakdown, which has been identified as a candidate for implementation, either partially or wholly, in software.

Logistic Support Date (LSD). The date from which logistic support will be required by the user.

Long Lead Time Items. Materials or component parts of an equipment which, because of the time taken to procure them, need to be ordered in advance of the main item in order to meet a stated delivery date for the main item.

LSA. The selective application of scientific and engineering analyses, during the system engineering and design process to assist in complying with supportability and other ILS objectives.

LSAR. That portion of LSA documentation consisting of detailed data pertaining to the identification of logistic support resource requirements of an equipment.

Main Gate. An exacting approval hurdle, between the Assessment and Demonstration Phases of the CADMID procurement phases. A Business Case at Main Gate should recommend a single technical and procurement option. Risk must have been reduced to the extent that the Capability Manager and IPT Leader can, with a high degree of confidence, undertake to deliver the project to narrowly defined performance, cost (whole-life and procurement) and time parameters. The means to resolve potential industrial or collaborative issues must have been determined by Main Gate. The parameters agreed at Main Gate will be those used for external reporting and performance measurement with the Treasury and the National Audit Office (NAO).

Maintainability. The ability of an item under stated conditions of use, to be retained in or restored to a specified condition when maintenance is performed by personnel having specified skill levels under stated conditions and using prescribed procedures and resources.

Maintenance Levels. The basic levels of maintenance into which all maintenance activities are divided. The scope of maintenance performed within each level can only be equal with the personnel, equipment, technical data and facilities available.

Maintenance Planning. The process conducted to evolve and establish maintenance concepts and requirements for a material system. One of the principle elements of ILS.

Manpower. The total demand, expressed in terms of number of individuals, associated with a system. Manpower is indexed by requirements which consist of quantified lists of jobs, slots, or billets that are characterized by the descriptions of the required number of individuals who fill the job, slots or billets.

Manpower and Personnel Integration (MANPRINT). A comprehensive management and technical effort to assure total system effectiveness by continuous integration into materiel development and procurement of all relevant information concerning manpower, personnel, training, human factors engineering, system safety and health hazards. Therefore, it is the recognition of the capabilities and limitations of the personnel who operate, maintain and support a equipment, making this an important consideration when designing or selecting hardware. MANPRINT achieves this objective by focusing attention on user performance as an integral part of total system performance and emphasizing front end planning to achieve an optimum user material system balance during the procurement process.

Manufacture Phase. The fourth phase of six, within the CADMID procurement phases, where the IPT delivers the solution to the military requirement, completing system development and production. The Capability Manager conducts Systems Acceptance. The transfer of the line management of the IPT to the DLO and of the customer function from Central Customer to Customer 2 takes place.

Materiel Item Category Code (MICC). A numbering system developed to identify the five separate sets of alphanumeric SNS categories (Ship, Electronic/Automated Software, Aircraft/Missile, Surface/Primary Vehicle and Ordnance).

Mission Profile. A time-phased description of the events and environments an item experiences from initiation to completion of a specified mission, to include the criteria of mission success or critical failures.

Modification. An authorized alteration of a design or equipment.

Non-Developmental System/Item. A generic term that covers equipment available which will meet an approved operational requirement with little or no development effort required by defence organizations. Normally, these sources are commercial products or equipment developed and in use by defence organizations of other nations. In most cases the equipment has to be adapted, modified or improved to meet the requirements set.

Operating & Support (O&S) Costs. The cost of operation, maintenance and follow-on logistics support of the end item and its associated support systems.

Packaging, Handling, Storage & Transportation (PHS&T). The resources, processes, procedures, design considerations and methods to ensure that all systems, equipment and support items are preserved, packaged, handled and transported properly (including: environmental considerations and equipment preservation requirements for short and long term storage, and transportability). One of the principle elements of ILS.

Post Design Services. Further development work undertaken after drawings have been certified, and after acceptance into service to ensure that the item or materiel continues to meet its approved specification or Staff Requirement.

Preventative Maintenance. (see Scheduled Maintenance).

Prime Contractor. A contractor having overall responsibility for co-ordinating and integrating the activities of a number of sub-system contractors.

Procurement. That part of the acquisition process concerned with managing the development and production of a system to an agreed systems definition, and whole life cost.

Procurement Phases. Following the Acquisition Organisation Review, the CADMID cycle, which is a development of the previously employed Downey procurement cycle has been introduced. The Procurement phases within Downey, were; Concept, Feasibility, Project Definition, Full Scale Development, Production, In-service, and Disposal, whilst the new CADMID phases are; Concept, Assessment, Demonstration, Manufacture, In-service, and Disposal.

Programme Plans. Documents giving the policy guidance to the contractor on the topic and setting requirements, tasks and timescales which are normally reflected in the work he should carry out under the Statement of Work.

Project. The procurement of equipment and/or services within prescribed procurement cost, timescale and whole life cost to meet an authorized requirement.

Project Definition. In the Downey procurement phases, an investigation, normally undertaken by industry, of sufficient depth to explore the areas of technical uncertainty involved in meeting a Staff Requirement, to evolve detailed estimates of development cost in the form of a development cost plan with a breakdown of the programme into work packages and (as far as possible) work activities, and to produce an estimate of total and unit production costs and timescale, and proposals for firm, fixed or incentive price contracts. For large and complex projects, project definition should go through two stages:

• PD-1. Initial design and experimental work to explore the areas of technical uncertainty and define the technical content of the project, leading to a first development cost plan.
• PD-2. More detailed design and experimental work, including any construction and testing of models and prototypes considered necessary, leading to the production of the information required (as set out above) before a development decision can be made.

Project Management. The planning, control and co-ordination of all aspects of a project, and the motivation of all those involved in it, in order to achieve the project objectives.

Project Programme. All intramural and external activities, including administrative aspects, directly and necessarily attributable to the specified objective of the project and embodied in the technical, time, and cost of resource plans.

Project Support Environment. The infrastructure of methods and tools used to support the various stages of specification, procurement, development, maintenance and management of a project.

Quality Assurance. All those planned and systematic actions necessary to provide adequate confidence that a product or service will satisfy given requirements for quality.

Quality Control. The operational techniques and activities that are used to fulfil requirements for quality.

Readiness Drivers. Those system characteristics which have the largest effect on a systems readiness values. These may be design (hardware or software), support or operational characteristics.

Reliability. The ability of an item to perform a required function under stated conditions for a stated period of time. NOTE: The term reliability is also used as a reliability characteristic denoting a probability of success, or a success ratio.

• Mission Reliability. The ability of an item to perform its required mission critical functions for the duration of a specified mission or life profile.
• Basic Reliability. The ability of an item to perform its required functions without failure for the duration of a specified mission profile.

ADDITIONAL NOTE: Throughout this Defence Standard, and unless stated to the contrary, Reliability is deemed to include Durability.

Reliability Centred Maintenance (RCM). A systematic approach for identifying preventative maintenance tasks for an equipment end item in accordance with a specified set of procedures and for establishing intervals between maintenance tasks.

Repair Level Analysis (RLA). (see LORA above).

Reprovisioning. Reprovisioning is the routine replenishment of stocks as well as the enhancement of existing stock levels to support the introduction of new equipment after the agreed IP support period.

Request For Proposal (RFP). Request for the manufacturer to submit a proposal supported by cost breakdown. It provides a description of the items to be procured. It may include specifications, quantities, time and place of delivery, method of shipment, packaging and instruction manual requirements, materiel to be furnished and data requirements both support and administrative.

Request For Quotation (RFQ). The RFQ is a transaction used within Def Stan 00-60 to provide the IPT, on behalf of the Central Customer or Customer 2, with the capability of requesting a quotation, against an individual Part Number/Nato Stock Number, from a Contractor.

Scheduled Maintenance. All action performed in an attempt to retain a equipment in specified condition by providing systematic inspection, detection and prevention of incipient failures.

Shelf Life. The period of time during which an item of materiel, having a limited storage life, is considered to remain serviceable while stored under specified conditions.

Software. A computer program or data entity, and the associated design or descriptive documentation.

Software Documentation. Any document (hardcopy or softcopy) which defines the functional requirements, standards, methods, design, procedures, implementation, test, operation or support arrangements that pertain to a software item or any data used by a software item.

Software Modification. The development and implementation of a design change to an in-service software item.

Software Support. All activities concerned with supporting the operation of software, and with sustaining the ability of software to satisfy the required system performance and functionality during its operational life.

Software Support Facilities. The accommodation, services and equipment used for defined elements of the software support process.

Software Support Significant Item. Any configured software item that is potentially the subject of a software support task.

Staff Requirement. Part of the Downey procurement process, where a detailed statement is prepared if necessary, after a Feasibility Study, describing the function and performance of a proposed new weapon or equipment and the environment in which it is to operate. It should include the required in-service date.

Staff Target. Part of the Downey procurement process, where a statement expressing in broad terms the functions and desired performance of a new weapon system or equipment, before the feasibility of method of meeting the requirement or other implications have been assessed.

Standard Generalized Markup Language (SGML). An internationally recognized (ISO 8879) encoding system used to describe the content and organization of an electronic document. SGML is independent of computer platforms, operating systems and applications.

Standard Numbering System (SNS). A numbering system designed to provide standardization in the arrangement or addressing of material. Five separate sets of alphanumeric SNS codes have been developed to cover the categories of Ship, Electronic/Automated Software, Aircraft/Missile, Surface/Primary Vehicle and Ordnance.

Statement of Work. A detailed description of the activities that the Contractor shall complete.

Standardization & Interoperability. - Standardization. The process by which member nations of an alliance achieve the closest practicable co-operation among forces; the most efficient use of research, development and production resources; and agree to adopt on the broadest possible basis the use of:

• Common or compatible operational, administrative and logistics procedures.
  i. Common or compatible technical procedures and criteria.
  ii. Common, compatible or interchangeable supplies, components, weapons or equipment.
  iii. Common or compatible tactical doctrine with corresponding organizational compatibility.

Interoperability. The ability of systems, units or forces to provide services to, and, accept services from other systems, units or forces and to use the services so exchanged to enable them to operate effectively together.

Supply Management. Within the context of support management, the responsibility to equipment managers for supply advice and ensuring the provision, receipt, maintenance of stock levels and issue of materiel associated with an equipment or system throughout its life cycle in accordance with staff policies for that equipment.

Supportability. The degree to which system design characteristics and planned logistic resources, including manpower, meet the system peacetime and wartime availability requirements.

Support Concept. A complete system level description of a support system, consisting of an integrated set of ILS element concepts, which meets the functional support requirements and is in harmony with the design and operational concepts.

Support Equipment. All equipment (mobile or fixed) required to support the operation and maintenance of a materiel system. This includes associated multi-use end items, ground handling and maintenance equipment, tools, metrology and calibration equipment, communications resources, test equipment and automatic test equipment, with diagnostic software for both on and off equipment maintenance. It includes the procurement of logistics support for the support and test equipment itself. One of the principle elements of ILS.

System Readiness. A measure or measures of the ability to undertake and sustain a specified set of missions at planned peacetime and wartime utilization rates. System readiness means to take explicit account of the effects of system design (reliability & maintainability), the characteristics and performance of the support system, and the quantity and location of support resources. Examples of typical readiness measures are sortie rate, mission capable rate, operational availability and asset ready rate.

System Requirements Document (SRD). A complete set of individual systems requirements supported by a general description. Can be either a document or a database.

Tailoring. The process by which the individual requirements (paragraphs, sub-paragraphs, or sentences) of the selected documents are evaluated to determine the extent to which each requirement is most suitable for a specific equipment acquisition and the modification of these requirements, where necessary, to ensure that each achieves an optimal balance between operational needs and costs. Process must conform to provisions of existing regulations governing R&M programmes and take care not to exclude those requirements which are determined as essential to meeting operational needs.

Target Audience Description. A description of the people who will be involved in operating, maintaining and supporting any new equipment.

Task Classification. The following task classifications (known in Mil-Std-1388-1A as Task Taxonomy) should be used to list and analyse tasks:

• Mission: What the equipment is supposed to accomplish. eg, combat, reconnaissance, etc.
• Scenario/Conditions: Categories of factors or constraints under which the equipment will be expected to operate and be maintained, eg, day/night, all weather, all terrain operation.
• Functions: A broad category of activity performed by an equipment, eg, transportation.
• Job: The combination of all human performance required for operation and maintenance of one personnel position in an equipment, eg, driver.
• Duty: A set of operationally-related tasks within a given job, eg, driving, weapon servicing, communicating, target detection, self protection, operator maintenance.
• Task: A composite of related activities (perceptions, decisions and responses) performed for an immediate purpose, written in operator/maintainer language, eg, change tyre.
• Subtask: Activities (perceptions, decisions and responses) which fulfil a portion of the immediate purpose within a task, eg, remove lug nuts.
• Task Element: The smallest logically and reasonably definable unit of behaviour required in completing a task or subtask, eg, apply counter clockwise torque to the lug nuts with a ring spanner.

Technology Demonstrator Programme. A research programme to produce hardware which bridges the gap between research and development and demonstrates the technical feasibility of using new technology to meet a specific operational requirement.

Trade-off. The determination of the optimum balance between system characteristics (cost, schedule, performance and supportability).

Transportability. The inherent capability of materiel to be moved with available and projected transportation assets to meet schedules established in mobility plans, and the impact of system equipment and support items on the strategic mobility of operating military forces.

Unscheduled Maintenance. All actions required in addition to normal servicing schedules to maintain a specified condition. Such actions can include any or all of the following steps:

1. Localization
2. Isolation
3. Disassembly
4. Interchange
5. Reassembly
6. Alignment
7. Checkout

Use Study. A detailed description of the new system, its mission profile, operating requirements, quantitative supportability factors, a description of the equipment being replaced and the existing support available for the new equipment.

User Requirements Document (URD). An all-embracing, structural expression of the user needs for a bounded operational capability. It is generated from the single statement of need identified through the equipment capability strategy process. The URD is owned by the Capability Manager and consists of a complete set of individual user requirements supported by other documents.

Whole Life Cost (WLC). WLC addresses the total resources to assemble, equip, sustain and operate a specified military capability. It includes the costs to develop, procure, own, operate, dispose of or re-deploy defence equipment.
